PCQI and Food Safety Plans: 7 Preventive Controls Checks for Food Manufacturers

For covered food facilities, FDA preventive controls regulations require more than a generic food safety binder. A facility-specific food safety plan should evaluate relevant hazards and provide the applicable control, monitoring, corrective action and verification elements. A Preventive Controls Qualified Individual (PCQI) plays a defined oversight role under 21 CFR Part 117 for human food or Part 507 for animal food, as applicable.

FDA Warning Letters and Preventive Controls: What Facilities Should Review

FDA Warning Letters may raise concerns about hazard analyses, food safety plans, allergen controls, monitoring, verification, or records under applicable preventive controls requirements. These general compliance issues reinforce the importance of risk-based program design and appropriate PCQI oversight. We do not identify a Warning Letter recipient or assert that any particular facility has these deficiencies.

Consultare can assist with food safety plan gap reviews, hazard analysis, recommended preventive controls, PCQI-related oversight support, and evidence-based corrective action implementation, subject to the facility’s applicable requirements.

1. Confirm the facility’s regulatory pathway

Review activities and product categories to establish the applicable preventive controls rule, exemptions or modified requirements. Do not assume every facility must use the same food safety plan format.

2. Build a facility-specific hazard analysis

Examine ingredients, process steps, equipment, rework, intended use and foreseeable hazards. Identify those that require preventive controls, using an appropriate risk-based evaluation.

3. Select and document appropriate preventive controls

Depending on identified hazards, controls may involve processes, allergens, sanitation, supply-chain arrangements or other preventive measures. The control should be appropriate to the hazard and the process.

4. Establish workable monitoring procedures

Where required, define who monitors, what is measured or observed, the monitoring frequency and how records are completed. Controls must be manageable on real shifts, not just on paper.

5. Plan for deviations and affected product

Create corrective action or correction procedures as applicable. Address the immediate issue, assess affected food when required and identify what must change to reduce recurrence.

6. Verify implementation and validate where required

Consider applicable validation, calibration, records review, environmental monitoring and product testing. Not every preventive control is subject to identical validation requirements; the exact rule and exemptions matter.

7. Use PCQI oversight and reanalysis appropriately

A PCQI must oversee preparation of the food safety plan and certain specified activities. Qualified personnel may support implementation. Reanalysis is required under applicable conditions, including relevant changes and prescribed review intervals.

How Consultare Inc. Group Helps Resolve These Compliance Gaps

A compliance finding is not resolved simply by promising to revise a procedure. Consultare can help translate the issue into a practical, evidence-based improvement plan, with the exact scope agreed for the facility or importer.

Step 1: Evaluate regulatory applicability

Confirm the facility’s operations, applicable 21 CFR Part 117 provisions and the food safety plan elements that require attention.

Step 2: Review the hazard analysis

Assess whether reasonably foreseeable hazards, their significance and the controls necessary to address them are adequately identified and justified.

Step 3: Strengthen preventive controls

Support revision of relevant process, allergen, sanitation, supply-chain and recall controls, with appropriate monitoring, corrections, corrective actions and verification.

Step 4: Document qualified oversight

Identify tasks requiring PCQI preparation or oversight, organize records, and evaluate whether corrective changes have been implemented effectively.
