PCQI: Strengthening Time-Temperature, Cooling, and Sanitation Preventive Controls for Ready-to-Eat Foods

Evaluate pathogen growth and toxin formation

Assess hazards relevant to the food and process, including spore-forming pathogens where time-temperature abuse may occur. Consider product formulation, process duration, cooling, storage, and intended use.

Establish scientifically supported process controls

Define parameters and critical limits or other criteria appropriate to the hazard, such as time and temperature during processing and cooling. Support limits through scientific or regulatory information appropriate to the product and process.

Assess pH and water activity controls

Where pH or water activity is used to control a hazard, establish product-specific limits and demonstrate that sampling and measurement methods are representative and reliable.

Address sanitation preventive controls

Establish procedures, practices, and processes to maintain sanitary conditions and minimize environmental pathogens and biological hazards due to employee handling, where required.

Use environmental monitoring when applicable

Where contamination of an RTE food with an environmental pathogen is a hazard requiring a preventive control, include environmental monitoring as appropriate verification under the applicable rule.

Document monitoring, corrective actions, and verification

Define who monitors each control, frequency, records, deviation response, product assessment, verification, and plan reanalysis when required. Ensure the written plan is implemented in practice.
