PCQI: Managing Listeria Risks Through Hazard Analysis, Sanitation Preventive Controls, and Environmental Monitoring

Evaluate environmental pathogens in the hazard analysis

Review exposed ready-to-eat product steps, post-lethality handling, food-contact surfaces, and employee practices. Determine whether environmental pathogens are hazards requiring a preventive control.

Establish sanitation preventive controls where required

Develop procedures, practices, and processes to maintain sanitary conditions and significantly minimize or prevent environmental pathogens and biological hazards due to employee handling, as applicable.

Determine appropriate environmental monitoring

Where environmental monitoring is appropriate verification for a sanitation preventive control, establish a written program with suitable sites, frequency, target organisms, methods, and response criteria.

Define positive-result investigations and corrective actions

Establish procedures for assessing findings, conducting investigative sampling, evaluating affected product, identifying root cause, correcting sanitation or facility issues, and verifying effectiveness.

Ensure personnel practices support the control

Address handwashing, glove use and changes, movement between zones, handling of non-food-contact surfaces, and protection of exposed product and food-contact surfaces.

Reassess the food safety plan when warranted

Evaluate whether recurring environmental findings, new information, or process changes require reanalysis under applicable requirements. Document the basis and resulting updates.

Maintain implementation and verification records

Ensure records demonstrate that sanitation controls, monitoring, corrective actions, and verification are performed as written.
